A Legacy of Influence. A Future of Progress.
In 2011, the Potential Public Policy Institute was formed to respond to an RFP from the state of North Dakota to implement an assessment process for people with intellectual and developmental disabilities (I/DD), based on the Supports Intensity Scale (SIS) and supplemental measures to be developed; to establish procedures for using the SIS and supplemental measures in an individual support planning process by case managers to authorize a variety of services to children and adults, and, to link the assessment results to a rate setting methodology to fund the services. After the completion of the project which was awarded to JVGA-Potentia, the Institute was inactive until 2026, when C. Thomas Cook restarted it to respond to a new set of public policy priorities.
