The Potentia Public Policy Institute advances equitable, evidence-based public policies that strengthen support systems for people with disabilities across the lifespan and promote optimal health, well-being, and quality of life.

The Institute promotes person-centered, fiscally responsible, and results-driven policy through independent research, Medicaid financing and rate-setting analyses, systems-change strategies, and the provision of training and technical assistance to public and private organizations delivering home- and community-based services (HCBS) to diverse populations of people with disabilities.

We analyze public policy, including regulations and legislation, to provide policymakers and advocacy organizations with clear options for reforming or enhancing existing policies.
